Guaranty Bank assisted STAND with
receiving $120,000 of grant funds from the Federal Home Loan Bank's Affordable
Housing Program (AHP). The funds provided home repairs plus down payment and
closing costs assistance to 24 very low- and low-income first time
homebuyers.

STAND identified the need for a purchase and
rehabilitation program through input from local neighborhood organizations
formed to fight crime. Concerned neighbors told STAND that, in order to address
the roots of crime and drugs and to improve the quality of life, the large
number of boarded and vacant units, as well as the high percentage of absentee
owner-investor units needed to be reduced. Local law enforcement along with city
and county officials echoed this opinion.
